City seek to complete a city-wide State of Good Repair audit of Parkland Trails

High Efficiency Trail Assessment Process (HETAP) information on trails are to be captured, including surface type and firmness information, condition assessment, width, length, slope longitudinally and cross slope, as well as noting obstacles, specific deterioration issues and assessments with cost of the work to be done for bringing the trail to a “state of good repair”.

Project Overview

The Preliminary Product Packages relating to trail assessments will be a detailed GIS dataset that can be queried in a variety of ways based on the data captured above. Please refer to final Phase 1 products available to best understand the data capture requirements. The GIS data is to be provided to the city in both MTM3 NAD 27 and UTM NAD 83 coordinate systems for convenience of use without need for re-projecting. A photo collection of condition assessment and documentation of obstacles with reference in the attributes of the GIS data is to be captured separately via an external thumb or hard drive depending on the quantity of images, see reference data in Appendix F.

The Vendor should be in regular contact with City project coordinator to confirm where they are working and when. Regular scheduled and unscheduled site meetings are to be expected to refine the data collected and the process for trail condition documentation.

.3 Consulting

Advanced Geomatics / Spatial Analysis capabilities are required for this project to prepare the required data on trails obtained in 3.1 and analyze this data to propose trail improvement priorities. Additionally, this data will be used for analysis with existing data to determine further trail assessment priority locations. City data available will be provided to the consultant to inform analysis. Examples of additional data available are City Centreline data (roads, rivers, trail alignment data (may partially be incomplete), program data, cycling infrastructure parkland routes, ravine data, environmentally significant areas, population density from 2016 Stats Can census data for Toronto neighbourhoods. Some specific examples of spatial analysis requirements applicable to this project:

 Weighted analysis by importance or by number of users on trails, ie. Solid Waste routes, Bike Way parkland routes, Discovery Paths, citywide connector trails such as Legacy Pan Am Path, etc, (this data is currently available in GIS format).

 Queried analysis to determine priorities of all one surface type, district area, slope range or other data variable, (this data is to be collected by the project proponent).

 Overlaid data analysis to determine population and anticipated user density in neighbourhoods throughout the City.

 Other analysis as determined appropriate as project proceeds.

 Priorities for assessment within the system will be prepared in advance for the successful proponent and sent via shapefile so the proponent can stay active during field collection available seasons. The City is open and receptive to input on trail assessment priorities in the later stages of the project based on experience and data collected to date by the proponent.

3.4 Work Products

It is expected that field and data analysis work can be done simultaneously and that there will be dedicated staff resources for both as needed for the project to progress as much as possible to completion, (The City of Toronto understands that there are specific weather issues with accurate data collection, and freezing, rainy or uncertain field conditions are not suitable or optimal data collection times). Based on the evaluation of the work performed by December 2018, future phases of the work will be scheduled for 2019. Trail assessments and data management and data analysis completed to date should be submitted as Final Work Product by December 31, 2018 for preliminary review.

3.5 Interim Work Products

It is expected that all highest priority remaining trails as identified by existing City analysis will be assessed and data collection and analysis will be completed on these assessments by November 10, 2018. A professional report based on preliminary information with recommendations for further work should be submitted as part of the preliminary work product indicating an opinion of those trails with next highest priority for assessment.

The work documentation in addition to a report will be GIS data (GIS shapefiles or Geodatabases) digitally provided to the City as well as photos logged on CD (or other media such as thumb or external drive) and tagged with GPS location information. The preliminary report will include:

Background information  Assessments conducted  Analysis conducted  Findings  Recommendations

3.6 Final Work Products

A professional report based on preliminary information with recommendations for further work should be submitted as part of the preliminary work product indicating an opinion of those trails with next highest priority for assessment as part of continuing trail audits citywide. As well the final report should indicate trail priorities for improvement/rehabilitation based on all data collected to date.

The work documentation in addition to a report will be GIS data (GIS shapefiles or Geodatabases) digitally provided to the City as well as photos logged on CD (or other media such as thumb or external drive) and tagged with descriptions and GPS location information. The final report will include:

3.7 Proposed Schedule

These trail assessments are to take place citywide starting with the highest priority trails based on preliminary analysis conducted by the City.

A proposed schedule is outlined below for the selected proponent to confirm within 5 working days of Purchase Order release.
